Dominica

Dominica, also known as the Commonwealth of Dominica (to be distinguished from its Caribbean sister, the Dominican Republic), is an English-speaking island in the Eastern Caribbean that is located  midway along the Eastern Caribbean chain of islands, just a few miles from Martinique to the south and Guadeloupe to the north. The Welfare Division of the Ministry of Community Development and Gender Affairs is the adoption authority in Dominica.

Dominica enables both private adoptions as well as the adoption of children who are wards of the state.  Most of the children referred to Creative Adoptions, Inc. for placement are wards of the state who are residing in the first children’s home in Dominica’s history called “Chances” which was opened in the Spring of 2011.  Chances is a residential facility that functions as a place of safety for children at risk who are between the ages of birth and 18 years.  Its mission is to temporarily provide a safe environment for children who are in need of care and protection while a thorough assessment is made of their circumstances and a placement plan and/or a care plan are developed. Chances is well equipped, with a good child to caregiver ratio, and houses up to 30 children in the above-mentioned age range.  Generally speaking to date, there are typically anywhere from 20 to 30 children in care at Chances at any given moment in time.

Once it is determined by the Social Welfare Division in conjunction with the lead staff at Chances that adoption is in the child’s best interest and the child is matched with an appropriate prospective adoptive family either locally or internationally, the adoption is administratively processed under the auspices of both entities with the assistance of an attorney and is approved by the High Courts of Dominica.

Grenada

Grenada, also known as the “Island of Spice” or “Spice Isle”, is an English-speaking island in the Eastern Caribbean consisting of the island of Grenada and a few smaller islands at the southern end of the Grenadines, including Carriacou and Petit Martinique. Grenada is located northwest of Trinidad and Tobago, northeast of Venezuela, and southwest of St. Vincent and The Grenadines.

In 2010, the Government of Grenada passed the Child Protection and Adoption Act, giving The Child Protection Authority (CPA) of Grenada the mandate to preside over adoptions in Grenada. Prior to this, adoptions were governed by the Ministry of Social Services.  The change in legislation has further solidified the adoption process, and has resulted in an efficient system while protecting the rights and legal interests of the child and birth family, as well as those of the citizens of the islands.

Grenada enables both private adoptions as well as the adoption of children who are wards of the state and who reside either in small children’s homes or in government approved and supervised foster homes.

Once it is determined by the Child Protection Authority that adoption is in the child’s best interest and the child is matched with an appropriate prospective adoptive family either locally or internationally, the Board of the Child Protection Authority makes a recommendation for the adoption to occur.  Then an attorney petitions the High Courts of Grenada for the court hearing and the approval of the adoption.

Jamaica

Creative Adoptions, Inc. (C.A.I.) does not provide child placing services for Jamaica.   In accordance with the laws of Jamaica, C.A.I cannot independently identify children for adoption in Jamaica, whether privately or through the Child’s Development Agency (CDA) in Jamaica.  The CDA has the sole statutory responsibility over children who are wards of the state.  However, Creative Adoptions, Inc. is able to provide Procedural Consultation Services as a primary adoption service provider to families who are adopting an eligible privately identified child (either a relative or non-relative), or a child who is a ward of the state.  These services include ongoing consultation services regarding the adoption process in Jamaica, pre-adoptive and post-adoptive parent education, training and counseling, and U.S. immigration and Consular guidance and assistance both in the U.S. and in Jamaica.

St. Vincent and the Grenadines

St. Vincent and The Grenadines (SVG) are English-speaking islands in the Eastern Caribbean that are under one set of governing laws.  All matters pertaining to the adoption of children from St. Vincent and The Grenadines are reviewed and approved by the Adoption Board, as well as the High Court of St. Vincent and The Grenadines.

There are no orphanages/children’s homes in St. Vincent and The Grenadines. All children who become available for adoption are placed by the Adoption Board of the SVG in loving and caring government approved and supervised foster homes until the adoptions are finalized.   Then, the adoptions are processed under the auspices of the Adoption Board and are approved by the courts.
